The World Health Organization (WHO) Eastern Mediterranean Region (EMR) comprises 23 countries with a population of approximately 436 million. In all, 11 of these countries are already consuming more than 100% of their renewable resources. In this critical situation immediate action by governments, water users and donors must be taken together in partnership.

There is no survival in the Arab region without water. (...) Due to the expanding population in this century together with the increasing per capita water demand and the huge socio-economic developments of the last three decades the need for sustainable use and management of the region's scarce water resources has become an eminent condition for survival. Many of the surface and groundwater resources in the region are drawn from shared rivers and aquifers respectively, complicating the situation even further.
